Shouldn't they have plotted population too?
Or are some of those variables "per capita"?

I don't believe any of that is "per capita". I think the chart was done mostly from a total traffic perspective.
Here is a chart of population.
I find the purple data series the most interesting (especially since about 1980). It's so flat.
